No. Under normal circumstances, one cannot mortgage property in India and avail loan abroad on the same. According to Reserve Bank of India, holders of Foreign Currency Non Resident (Bank) Account – FCNR (B) Account and Non-Resident (External) Rupee Account – NRE Account are permitted to avail foreign currency loans outside India against security of the "funds" held in the account. This facility is not available to Non-Resident (Ordinary) Rupee Account – NRO Account holders. However, you should check with the lender if it can provide you business loan abroad on property mortgaged in India.
