NHRC Takes Suo Motu Cognisance of 474 Deaths of Homeless in Delhi Winter

The National Human Rights Commission (NHRC) has taken suo motu cognisance of reports stating that 474 homeless individuals have died in Delhi over a span of 56 days during the current winter season. The figures, cited by the NGO Centre for Holistic Development (CHD), suggest that these deaths occurred between 15 December 2024 and 10 January 2025, largely due to inadequate access to essential protective measures such as warm clothing, blankets and shelters.
 
NHRC has expressed deep concern over the reported statistics, noting that if true, the situation represents a grave violation of human rights. In response, the Commission has issued notices to Delhi's chief secretary and the commissioner of police demanding a detailed report on the matter within one week.
 
A media report published on 16 January 2025 highlighted the dire living conditions faced by the homeless population in the national capital. It pointed out that existing shelters are insufficient to meet the rising demand and, even those that are operational, often lack basic amenities such as heating and hot water, leaving vulnerable individuals exposed to the severe cold.
 
The report further emphasised that homeless individuals are experiencing significant health challenges, including respiratory infections, skin ailments and deteriorating mental health. The lack of adequate facilities and healthcare support has exacerbated their plight, raising urgent concerns about their survival during harsh winter conditions.
 
NHRC's intervention underscores the pressing need for immediate government action to enhance shelter provisions and protective measures for Delhi’s homeless population. The Commission is expected to review the response from the authorities and take further necessary action to ensure the protection of human rights and dignity for the affected individuals.
